It's been almost 7 years since Madness 11 was announced, and all Krinkels has done is make those little .fla animations! Is Madness Combat 11 doomed to become another Half-Life 3?

No actually. Krinkels has just been busy making Project Nexus and then subsequently Project Nexus 2. As long as he's working on Madness stuff, I doubt he's going to abandon the series. Plus, His most recent news post mentioning mc11 was in December, and apparently it's going to be huge.
